Huurtoeslag 2026: Why Rent Above €932 Can Still Qualify

The old rent ceiling is gone in 2026. But a high rent does not guarantee huurtoeslag either: your home, age, income, assets and household situation still matter.

€932.93 is no longer an automatic no

The most important huurtoeslag 2026 change is easy to misunderstand. From 1 January 2026, paying more than €932.93 per month no longer automatically excludes you from rent allowance.

Under the old system, that figure was effectively a hard gate. In 2025, an adult renting above roughly €900.07 could lose access to huurtoeslag altogether, even when their income was modest and the higher rent was simply the only realistic option in a city such as Amsterdam or Utrecht.

That cut-off has now been removed. A tenant paying €1,200 or €1,500 may still apply, as long as the other conditions are met.

The reform is expected to make around 170,000 additional households eligible. The reason is practical rather than theoretical: people pushed into expensive homes by the Dutch housing shortage should not automatically lose support because their rent sits just above an old threshold.

The allowance is still calculated only up to €932.93

Removing the eligibility ceiling does not mean the government pays a percentage of your entire rent. The calculation for tenants aged 21 and older is capped at €932.93 per month.

Take a simple example. Lisa rents an apartment for €1,100. In 2025, that rent would have blocked her from huurtoeslag under the old ceiling. In 2026, she can apply, but the calculation treats the rent as €932.93. The €167.07 above that amount receives no allowance.

This distinction matters when comparing homes on Funda or Pararius. A €1,050 apartment may qualify for the same maximum calculation base as a €1,300 apartment, but you still pay the difference yourself. Huurtoeslag can reduce the effective cost of a home; it does not make an expensive home affordable by definition.

For renters aged 18 to 20, the calculation uses a lower maximum of €498.20. From 21, tenants are treated as adults for the full calculation, which is particularly relevant to students and young professionals renting in Delft, Groningen or Eindhoven.

The rent ceiling was only one eligibility test

This is where internationals need to be careful. A rent above €932.93 is no longer an automatic rejection, but it is not the only condition. Huurtoeslag still depends on factors including your income, assets, age and household composition.

The reported 2026 asset limits are €38,479 for a single person and €76,958 for couples. The income limit is approximately €38,500 per person, although the exact threshold depends on the household. If your income or assets are too high, the reform does not create an entitlement simply because your rent is expensive.

There is another practical distinction that catches renters out: the home must be zelfstandige woonruimte. A private room with shared facilities is not the same as an independent dwelling. Before signing a contract, check whether you are renting a complete zelfstandige home rather than just a room in a shared property.

That matters for internationals searching through Kamernet, student housing providers or private listings in Rotterdam and Den Haag. A listing can look affordable after huurtoeslag, but the housing arrangement may not meet the zelfstandige woonruimte requirement.

Only the kale huur counts in 2026

Another 2026 change is the treatment of service costs. Heating, water, maintenance and other service costs are no longer included in the rent calculation. Huurtoeslag is based on the base rent, or kale huur, rather than the full amount leaving your bank account each month.

This is easy to miss when you are comparing an advertised total rent. A contract might show €950 including service costs while the kale huur is lower. The reverse can also create an unpleasant surprise: a rent that looks close to the limit may have a higher base rent once the service-cost breakdown is read properly.

Ask for the rent split before you apply. Your contract should clearly state the kale huur, and you should be registered at the address. For an international tenant, having the right registration details and being able to complete the application through Mijn Toeslagen are not small administrative details; they determine whether the application can actually be processed.

The safest check is the official calculator on toeslagen.nl. Use the figures from the contract, not the headline amount in a Funda, Pararius or Kamernet listing.

What this means when you are house hunting

The reform changes the search strategy. In the past, renters could treat the huurgrens as a simple filter: above it meant no huurtoeslag. In 2026, that shortcut is wrong.

A home above €932.93 may be worth checking if the kale huur, your age, income, assets and household situation fit the rules. That could open options that were previously dismissed, especially in expensive markets such as Amsterdam, Utrecht and Rotterdam.

But do not use huurtoeslag to justify any rent a landlord asks for. The calculation remains capped, service costs are excluded, and every euro above the relevant maximum is yours to cover. A €1,200 home is not treated like a €1,200 subsidised home; for the calculation, the rent stops at €932.93 for tenants aged 21 and older.

Before committing, check the contract, confirm that the property is zelfstandige woonruimte, verify your registration situation and run the numbers through toeslagen.nl. Applications can be backdated to 1 January 2026, so it is worth checking even if you initially assumed your rent was too high.

The old question was: “Is my rent below the ceiling?” The 2026 question is: “Does my complete situation qualify, and can I afford the part the allowance will never cover?”
